The annual landowners’ meeting was held on 7/2/22 at 10:00 a.m. at the
Common area. Officers and Board members present were: Joyce Samples,
Shannon Dunn, Brett Cothren, Eva Gold, Ginny Dodd, Carlos Sosa and Bob
Bickerton.
Landowners present were: Joyce Samples, Shannon Dunn, Eva Gold, MaryAnn Muller
and Diana Travis, Marcia Hardenbrook, David Harrold, Jerry Ellis, Bo Osborne, Jennie
and Bob Bickerton, Raymond Young, Scott and Barbara Moncrief, Rosemary Claudy,
Cindy and Richard Delgado, Carlos and Linda Sosa, Sarah and Todd Douglas, Willie
Jones, John and Barbara Brooks, Butch Greene and Sarah Frederick, Ellis and Helen
Vaughn, Mike and Lea Prag, Billy Hawkins, Jon and Leah Lynch, Brett and Amy Walsh,
Dawn Mathis, Alan Cobb, Wayne and Renee Goff, Roger and Wanda Mathis, Brett and
Bronda Cothren, Butch Johnston, Richard and Leah Bazarte, David and Jeannie Logan,
Deborah Boulware, and Ginny Dodd.
President Joyce Samples called the meeting to order, welcoming everyone and
acknowledging new owners. Secretary Brett Cothren asked if everyone received their
minutes from the annual meeting last year and instead of reading the several page
documents if we could vote on an approval for the sake of time as they were emailed
and mailed out to all landowners. Bob Bickerton made a motion to approve, Billy Cline
seconded and all approved.
TREASURER'S REPORT: Treasurer Eva Gold passed out a Cash Flow statement and
previous years trending expenses. Eva said that we have spent less money this year
than in recent years with our checking account balance being at $13,348.80 and
savings account balance being $11,984.58. (Treasurer’s report is attached) She stated
the board had met earlier and the recommendation was to leave assessments at $100
per lot if paid by Dec. 31, 2022 with a $10 per month penalty accruing on top of the
initial assessment until paid. Scott Moncrief made a motion with Ray Young seconded
for that recommendation and all approved.
COVENANTS/RESTRICTIONS: President Joyce Samples asked Bob Bickerton,
representing the Covenant Committee to update our fellow landowners. Bob said
several board members met with WH attorney Heather Klein the day before the annual
meeting and learned of several new items for consideration. Bob asked for leniency
and time for the board to digest this information. Some of the items discussed were
renting of homes, use of VRBO/Air BNB, renting of lots, renting of campers, and
commercial use of lots. It was also learned that the signature page for 2017 Amended
Declarations that were approved in 2017 by the majority of WH landowners was not
correctly recorded. Upon further discussion, she said that the 2017 Amended
Declarations in her opinion was a change of use on some items and that required 100%
agreement which was not achieved. Heather said she thought the statute of limitations
was either 3 or 5 years from anyone to object. She repeatedly said it was up to the
landowners to decide what they wanted. The conversation got heated with board
member Carlos Sosa resigning to freely speak his opinion as a landowner and not as a
board member. Brett Cothren resigned as well to speak his opinion. Multiple
discussions and raising of voices from landowners brought Diana Travis to asking that
only one person at a time speak and to raise your hand to be called on. More heated
conversations followed from several landowners from the floor. Board member Bob
Bickerton abruptly left the meeting. It was discussed and consensus of landowners
present asked Carlos to reconsider and not accept his resignation. Carlos agreed to
continue to serve.
After continued discussion, President Joyce Samples reminded everyone there wasn’t
any vote concerning this today and moved on to announce a new website for Weaver
Hollow. Treasurer Eva Gold said the website address is www.weaverhollow.org and
that would contain our restrictions and covenants, board of director contact information,
minutes from previous board and annual meetings and ultimately our bylaws. A
question from one of the landowners in attendance was if Weaver Hollow had a
facebook page. There is a Weaver Hollow facebook page that is administrated by Scott
Moncrief. He stated anyone is allowed to join the private group; the only rule is there is
no discussion of board business/issues.
ROADS/MAINTENANCE: David Harrold gave a road report in which we are having
more construction traffic, delivery traffic and increased traffic in general. David
suggested that the board look at having construction traffic go out Weaver Road when
they leave to eliminate the heavy trucks from returning up the grade areas causing the
washboarding of our gravel roads. Several thought that was a good idea. David also
brought up that Chris Townsend (our grader/gravel contractor) has to leave his
equipment overnight in Weaver Hollow when he works in here and everyone should be
aware of that. David brought up that more ditchline maintenance will be required
coming up to properly allow drainage from our roadways. He stated Larry Delp recently
mowed the sides of the roads with his sickle bar mower and he didn’t know how long we
could retain him to continue that in the future. A big “thank you” went to David Harrold
for helping coordinate and maintain our roads.
ELECTION OF OFFICERS/BOARD MEMBERS FOR 2022-2023
Nominations for President were Joyce Samples and Willie Jones. Shannon Dunn was
nominated as Vice President, Jeannie Logan and Brett Cothren were nominated for
Secretary, Eva Gold was nominated for Treasurer and Mary Ann Muller, Renee Goff,
Cindy Delgado and Bob Bickerton nominated for 3 year board member. Mary Ann
Muller later declined the nomination. President Joyce Samples said several had
expressed concern with open voting and asked for a paper ballot. That took some time
to disperse and count but Vice President Shannon Dunn filled the role of tabulating the
votes.

The drawing was held for one free lot assessment and the lucky winner was
Johnny and Barbara Brooks. Brett Cothren stood up and wanted it documented in the
minutes that he voted against the 2017 Amended restrictions and covenants and he
was against them presently. The meeting was adjourned.
